In these modern days our tendency is to think of these entities as legal, corporate entities with unique physical languages, boundaries, governments, people and cultures. In Biblical usage, however, application of these conventional definitions would be misleading and steer readers from the spiritual symbolism God intends.

God’s purpose in the Bible is not to give us lessons in history or geography. Knowing historical and geographical information adds to our spiritual understanding, of course, but our goal is to learn about God and how he works in the spirit world — not about politics, science, or other things that can be observed in the natural, physical world. Because God is always giving instructions in righteousness, we always look for the spiritual intent of scripture and not the literal meaning. Therefore, we should interpret cities, nations and tribes as unique groupings of religious people who are under the authority of religious leaders– not as geopolitical entities. Kingdoms, however, are not groupings of people but have more to do with governmental authority which we shall discuss in the following pages.

STUDY TIP: Although we are ultimately concerned with the spiritual meaning of cities, kingdoms, nations and tribes, we must acknowledge that God uses the natural facts about these and other physical locations in the Bible to communicate spiritual content. We therefore recommend researching factual information about these physical entities.

The internet has many sites where such information can be found. One site we have found useful is WebBible Encyclopedia. This site contains facts and scriptural references for an extensive list of Biblical locations. It does not appear to offer much in terms of the spiritual meaning of physical locations, but readers who are experienced in symbolic interpretation will be able to discern spiritual content when they combine intellectual (i.e. ginosko) knowledge with spiritual (i.e. epiginosko) knowledge.

This recommendation comes with the usual caution to use discernment when consulting non-biblical resources. Just because they claim to be Biblical and Christian does not guarantee that they are without error. Nevertheless, God does communicate spiritual truth through natural and historical facts, and he does reward those who make an effort to search for truth.

The best clues we have about the spiritual nature of cities, nations and kingdoms are found in these scriptures from Revelation:

Revelation 11:1-8 KJV And there was given me a reed like unto a rod: and the angel stood , saying, Rise, and measure the temple of God, and the altar, and them that worship therein. 2 But the court which is without the temple leave out, and measure it not; for it is given unto the Gentiles: and the holy city shall they tread under foot forty and two months. 3 And I will give power unto my two witnesses, and they shall prophesy a thousand two hundred and threescore days, clothed in sackcloth. 4 These are the two olive trees, and the two candlesticks standing before the God of the earth. 5 And if any man will hurt them, fire proceedeth out of their mouth, and devoureth their enemies: and if any man will hurt them, he must in this manner be killed . 6 These have power to shut heaven, that it rain not in the days of their prophecy: and have power over waters to turn them to blood, and to smite the earth with all plagues, as often as they will . 7 And when they shall have finished their testimony, the beast that ascendeth out of the bottomless pit shall make war against them, and shall overcome them, and kill them. 8 And their dead bodies shall lie in the street of the great city, which spiritually is called Sodom and Egypt, where also our Lord was crucified.

COMMENTARY: As is well known, the book of Revelation is filled with prophecies and enigmatic symbolism. This is especially true for Jerusalem which has three meanings:

It is a natural, physical city.

It is a holy spiritual city.

It is an unholy, evil city.

For example, in verse 2 we find a “holy” city which we know from other scriptures to be Jerusalem.

The imagined purity of Jerusalem’s holiness is radically upset, however, in verse 8 where we find Jerusalem equated with Sodom and Egypt which were both associated with evil. This tells us that Jerusalem was not always holy.

We understand this because Jesus was crucified in Jerusalem — not in either Sodom or Egypt. Jerusalem, therefore, is a spiritual city — not just a physical place. The understanding of Sodom as a godless city is quite well known, and the understanding of Egypt as a nation that worshiped many different gods is also well known. But we do not easily interpret Jerusalem as being godless. What we see in these verses, nevertheless, is Jerusalem represented as being both holy and godless.

City must refer to people not a physical city that is overlaid with holiness.

We have discussed the spiritual meaning of Egypt in Egypt and Babylon.

It is very interesting to notice that verse 8 equates Egypt and Babylon with Jerusalem which is the city where Jesus was actually crucified. As we showed in the previous page, they are spiritual entities. Here is our summary of what this means:

<colgroup>
<col width="30" />
<col width="600" />
<col width="0" /></colgroup>

Cities are spiritual places.

They are unique groupings of spiritual people (righteous or unrighteous) under spiritual authority of some kind (i.e. they always have spiritual leaders). The spiritual leader for the righteous cities (e.g, Jerusalem, Shilo, etc.) is God. The spiritual leaders for unrighteous cities (e.g. Sodom, Gomorrah, etc.) are people who are under authority of religious leaders (i.e. satan.)

They may be a small, informal group of people who have a common purpose (righteous or unrighteous) for which they work together and apply their collective resources (i.e. time, money, etc.) to accomplish their goals. Or, They may also be larger, legal entities (i.e. actual cities, business, non-profit, church, ministry, etc.) that is under authority of a spiritual leader or leaders who direct the application of resources to the entity’s goals.

They may be built for righteous or unrighteous purposes. Clues about their spiritual status are found in knowing who built the city. Only those built by God are righteous. All others are unrighteous.

They may be walled or have no walls. Walls may be built for either righteous or unrighteous purposes. Jerusalem, for example, was built as a righteous city and it had good spiritual walls designed and built by God (i.e. The Law) to keep the people safe. For example, the Canaanites, the Hittites, the Amorites, the Per’izzites, the Hivites, and the Jeb’usites were the occupants of the Promised Land that Israel was challenged to fight to drive out. In other words, biblical references to nations are to all brand of religion — including Judaism and Christianity. Because they all follow foreign gods (i.e., human religious leaders) and are led by spiritual leaders who are the equivalent of spiritual kings, God wants them to be utterly destroyed. The Bible uses these graphic words to symbolically describe killing and destroying the religious kingdoms that follow other gods and are led by other kings — not by God. He wants to destroy the religious kingdoms led by religious leaders and replace them with his kingdom. This process is symbolically represented in stories where Israel, under the leadership of Moses and Joshua, utterly destroys cities and nations that occupied the promised land.

In this process God uses his chosen people to be a light to the Gentile nations of the world as they cease following other gods and other kings and choose to follow the one true God. All spiritual Israelites, including ethnic Jews and ethnic Gentiles of all races and colors, live in a spiritual community called Jerusalem that exists anywhere in the natural world — not just in Jerusalem or Israel.

Just as Jerusalem is a community of God’s people, it can be said that Israel is also a nation or a kingdom of God’s people. The spiritual nation of Israel has a physical context (i.e. the world) but more importantly it has a spiritual context (i.e. not of the world). It is a kingdom of priests and a holy nation. Obviously this kingdom/nation does not exist in only one physical location (i.e. Israel) on the map of the world. If that were the case, God would limit his ability to reach the entire natural world. To make his point that he wants spiritual Israel to influence the entire world, God placed Biblical Israel at the center of commercial and political activity in the known world in the Biblical era. As a tiny, otherwise inconsequential nation surrounded by world powers (Egypt, Rome, Babylon, Assyria, etc.) God used his chosen people to evangelize the entire world. That image is the spiritual model for what God has been doing ever since to reveal himself to the world.

While Jerusalem is an example of a Godly city, there are also many examples of ungodly cities. Sodom and Gomorrah come to mind first because of the drastic way God dealt with their sins. It is interesting to know that these infamous cities were located near the Dead Sea, but it is more useful to know that Bible stories about movement toward them and living in them, as in the case of Lot, indicate movement toward apostasy and judgment. Being in the company of ungodly people is bad for your spiritual health. On the other hand, living in the company of Godly people (i.e. Jerusalem, Israel) is good for your spiritual health.

Just like we see ungodly examples of cities in Sodom and Gomorrah, we have ungodly examples of nations in Egypt and Babylon. In their ancient manifestations, both entities are recorded in infamy as nations that conquered Israel and kept it in bondage. They are also known for their many gods and ruthless kings. The rulers and citizens of these nations were constant enemies of Israel and God. They were the supreme examples of people who are “of the world.” Everything that Egypt and Babylon was and did, especially their religious practices, are given as representations of what it means to be “in the world.”

What Egypt and Babylon represent is the antithesis of what God stands for. Mainly, that means they have religious leaders who function as gods and lead people in false worship. Just like Israel, they also have a spiritual context. But the context for them is that they are under control of the Devil who is the ruler of the world. They have earthly kings who are endowed with godly qualities by the people who are in their kingdoms. These kings, Darius, and Nebuchadnez’zar have the power of life and death over all their subjects. God is opposed to them and what they represent because they are treated like gods that take God’s rightful place in their lives.

Since it is God’s desire that everyone will eventually worship him instead of earthly kings, he is adamant that these kings, their kingdoms, cities and entire nations shall be destroyed. We will discuss this in a later page.

OTHER GOVERNMENTS
The inhabitants of Biblical cities, kingdoms and nations are symbolically identified by their citizenship. These references are about the government that rules them — not to the physical land or the people.

People who are in a New Covenant relationship with God are Israelites who are also called Jews. All others, regardless of the city, kingdom or nation in which they live, are Gentiles. The world of the Gentiles includes everyone who is not within the nation of Israel or the Kingdom of God. Being a Gentile, therefore, is not a matter of birth (i.e.not an ethnic Jew), it is a matter of spiritual citizenship where a Gentile is anyone, including an ethnic Jew, who is not in a New Covenant relationship with God.

The City of Jerusalem, the Nation of Israel and the Kingdom of God is as spiritual places — not actual physical places. With this understanding, it is possible for people in covenant relationship with God to physically live anywhere in the physical world and still be residents of Jerusalem and Israel because they are spiritual citizens of the Kingdom of God. That means that they are citizens of the spiritual place where God is the spiritual authority.

God’s government is established by the fact of the law of God being written on the hearts of his people. This is the New Covenant of which Jesus is the mediator who makes it available to believers. It is not like governments found anywhere else on earth. It is not a corporate legal government established by men. It is a spiritual government established by God for his purposes. He has set out the laws by which the people in his city/nation/kingdom live and he rules his city/nation/kingdom as king who has supreme authority to enforce those laws and guide/direct the city/nation/kingdom as he sees fit to accomplish his purposes.

But, in our daily lives, we live with the reality that God’s government is not the only government in the geographical world or in the spiritual world. There are cities, nations and kingdoms in the geographical world occupied by other peoples and ruled by spiritual authorities other than God. In God’s eyes, all other people, no matter where they physically live, regardless of the nation where they hold their legal citizenship, and regardless of their ethnicity race or color, are citizens of the world. They are not under God’s government and not of his kingdom.

Whereas, God’s people are in the world but not of the world, these people are both “in the world” of religion and “of the world” of religion (i.e. they are worldly/religious).

New Covenant disciples live in the presence of all kinds of religions. But, because they have overcome the influence of those religions, they are no longer susceptible to the influence of those religions. They have been delivered from their worldly religious practices and brought into the Promised Land.

But New Covenant disciples are very much in the minority. They are surrounded by people, including friends and family, remain in slavery and exile in the world of religion in Egypt and Babylon. These citizens of the world are under the legal, spiritual authority of a government other than God’s government. They are not citizens of God’s kingdom.

All other governments are ruled by men who are ultimately ruled by the Devil. In the Bible, these other governmental authorities are symbolically identified as Egypt, Babylon, Canaan, Rome and all the other entities with which Israel contended for survival. This is the great population of peoples and nations that God challenged Israel to invade and conquer, and with whom they should have no relationships. They are also the governments and religious systems about which God warned Israel that it should not do what they do. The things about these governments and peoples that God wants his people to avoid are the religious activities and gods that would steer his people away from worshiping him in spirit and truth.

However, even though these authorities are worldly, God is still in charge. He has established the leaders and governments in those cities, kingdoms and nations to punish people who do wrong or praise those who do right.. That is why it is important for all of God’s people to submit to those authorities.

We see, therefore, that God rules through all religious governments. He rules directly over those who are members of the Kingdom of God and he rules indirectly in all other religious entities — even those that might be considered ungodly. Since we know that no government created by men is perfect, we might wonder why God allows ungodly men to rule as they do in ways that seem to be in opposition to God’s ways and purposes. The answer is given most succinctly in Romans 13:1-9.

1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore he who resists the authorities resists what God has appointed, and those who resist will incur judgment. 3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of him who is in authority? Then do what is good, and you will receive his approval, 4 for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain; he is the servant of God to execute his wrath on the wrongdoer. 5 Therefore one must be subject, not only to avoid God’s wrath but also for the sake of conscience. 6 For the same reason you also pay taxes, for the authorities are ministers of God, attending to this very thing. 7 Pay all of them their dues, taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due. 8 Owe no one anything, except to love one another; for he who loves his neighbor has fulfilled the law. 9 The commandments, “You shall not commit adultery, You shall not kill, You shall not steal, You shall not covet,” and any other commandment, are summed up in this sentence, “You shall love your neighbor as yourself.”

While the truth that religious leaders (i.e., Satans) are the rulers of the world may be unsettling, we should not be unduly concerned because there is in these verses a companion truth that assures us that those who do good (i.e., pay taxes, give respect and honor to whom it is due, love your neighbor as yourself. etc.) have nothing to fear from ungodly government authorities. In fact, the scripture says that only those who do wrong (i.e. fail to fulfill the law) should be afraid because God will use his servants (i.e. those in authority) to discipline wrongdoers. Just as God revealed himself to the nations through Pharaoh and other ungodly authorities, he continues to do that in these modern days. This is an important reminder to remain in a New Covenant relationship so that the law is continuously written on your heart. That is the only way to avoid God’s wrath and keep your conscience clear.

GOD DIRECTED ISRAEL TO DESTROY THE GENTILE NATIONS IN THE PROMISED LAND
Among the most difficult scriptures to understand are those in which God directs Israel to destroy the nations that currently occupied the land. Taken literally, this sounds like God wants his people to kill everyone who currently lives there. Stopping a moment to think about it, however, this makes no sense at all because God does not want anyone to perish.

God’s literal command symbolically represents his command to destroy the religious practices and gods that others worship. If people have set themselves up as gods (i.e., spiritual authorities with the power to direct behaviors and worship) of one kind or another (i.e., religious leaders, business leaders, politicians, bullies, abusers etc.), their status as gods — not the people themselves — should be destroyed. As gods, they compete with God for the service, worship and affection of his people. Because God commanded that his people should have no other Gods before him, it is predictable that he would want to destroy all spiritual entities and structures, both physical and organizational, that stand in the way of this commandment. This includes the destruction of all the ways that anyone might represent and promote themselves as gods that others might choose to follow or serve. They may look spiritual and even have a form of godliness that attracts people to them, but they are Defiled Religions based on human traditions that are to be avoided and destroyed.

God’s purpose in destroying these religious structures and people was not and is not just to remove them so that people involved in those systems will repent and follow him. His more immediate purpose is to destroy them to remove them from temptation so that Israel will not be drawn into following and serving those gods. God knows very well that his people, both Jews and Gentile Christians have a predisposition to follow other gods. This predisposition is very evident in the Golden Calf incident, the Balaam incident and in the examples of the Northern Kingdom’s high places. These temptations are the Giants in the Land that God has challenged his people to face and conquer.

GOD TEARS DOWN AND BUILDS UP CITIES, KINGDOMS AND NATIONS
Jews’ and Christians’ eschatological teachings about the end times err greatly in their anticipation of global, future, physical, apocalyptical events that affect everyone living at the same time. They totally miss the symbolism of God’s use of time and cities, kingdoms and nations. They fail to understand that God’s references to cities, kingdoms and nations are all about religion. He just uses different words to describe one concept.

It is God’s intent that there be only one kingdom: The kingdom of God. It is also his intent that there will be only one nation: Spiritual Israel. And it is his intent that there be only one city: Spiritual Jerusalem.

References to end times, therefore, are to the end of the times of religion and the advancement of the Kingdom of God. Another way to say this is that end times are the end of Old/First Covenant religion in preparation for becoming New Covenant disciples. It must be said, however, that these events are played out on a purely individual basis — not globally. In other words, each individual has his or her own “end time” when he/she ceases to be an Old/First Covenant religionist and becomes a New Covenant disciple.

This interpretation contrasts with the teachings in all religions that say that a unique time is coming when God will make all things new globally, for all persons at the same time. But, this literal view of scriptural references to time is incorrect. A correct way to interpret time in the Bible is very personal so that each person can apply the scriptures to himself or herself and not be deceived into thinking that time refers to historical events or future events that have happened to other people in the past or will happen to other people in the future. Either way, the tendency is to dismiss scriptural references to time because of the difficulty of applying those scriptures personally in real time (i.e., today). Taking a here and now, personal, interpretation of Biblical time is the only interpretation that affirms what scripture says about all Scripture being inspired by God and profitable for teaching, for reproof, for correction, for training in righteousness. Any other interpretation that does not lead to a personal, here and now application is a wrong interpretation.

A here and now, personal interpretation of time is especially instructive with respect to cities, kingdoms and nations as God talks about them in the following verses:

Jeremiah 18: The word which came to Jeremiah from the LORD saying,2 “Arise and go down to the potter’s house, and there I will announce My words to you.” 3 Then I went down to the potter’s house, and there he was, making something on the wheel. 4 But the vessel that he was making of clay was spoiled in the hand of the potter; so he remade it into another vessel, as it pleased * the potter to make. 5 Then the word of the LORD came to me saying, 6 “Can I not, O house of Israel, deal with you as this potter does?” declares the LORD. “Behold, like the clay in the potter’s hand, so are you in My hand, O house of Israel. 7 “At one moment I might speak concerning a nation or concerning a kingdom to uproot, to pull down, or to destroy it; 8 if that nation against which I have spoken turns from its evil, I will relent concerning the calamity I planned to bring on it. 9 “Or at another moment I might speak concerning a nation or concerning a kingdom to build up or to plant it; 10 if it does evil in My sight by not obeying My voice, then I will think better of the good with which I had promised to bless it. 11 “So now then, speak to the men of Judah and against the inhabitants of Jerusalem saying, ‘Thus says the LORD, “Behold, I am fashioning calamity against you and devising a plan against you. Oh turn back, each of you from his evil way, and reform your ways and your deeds.”‘ 12 “But they will say, ‘It’s hopeless! For we are going to follow * our own plans, and each of us will act according to the stubbornness of his evil heart.’ 13 “Therefore thus says the LORD, ‘Ask now among the nations, Who ever heard the like of this? The virgin of Israel Has done a most appalling thing. 14 ‘Does the snow of Lebanon forsake the rock of the open country? Or is the cold flowing water from a foreign land ever snatched away? 15 ‘For My people have forgotten Me, They burn incense to worthless gods And they have stumbled from their ways, From the ancient paths, To walk in bypaths, Not on a highway, 16 To make their land a desolation, An object of perpetual hissing; Everyone who passes by it will be astonished And shake his head. 17 ‘Like an east wind I will scatter them Before the enemy; I will show them My back and not My face In the day of their calamity.'” 18 Then they said, “Come and let us devise plans against Jeremiah. Surely the law is not going to be lost to the priest, nor counsel to the sage, nor the divine word to the prophet! Come on and let us strike at him with our tongue, and let us give no heed to any of his words.” 19 Do give heed to me, O LORD, And listen to what my opponents are saying! 20 Should good be repaid with evil? For they have dug a pit for me. Remember how I stood before You To speak good on their behalf, So as to turn away Your wrath from them. 21 Therefore, give their children over to famine And deliver them up to the power of the sword; And let their wives become childless and widowed. Let their men also be smitten to death, Their young men struck down by the sword in battle. 22 May an outcry be heard from their houses, When You suddenly bring raiders upon them; For they have dug a pit to capture me And hidden snares for my feet. 23 Yet You, O LORD, know All their deadly designs against me; Do not forgive their iniquity Or blot out their sin from Your sight. But may they be overthrown before You; Deal with them in the time of Your anger!

COMMENTARY: We see in these verses that nations and kingdoms are clearly in view for God’s refining. Typically, these events are in cities, kingdoms or nations. They may also be in obscure, general locations such as a desert or wilderness. Whatever the location, it is necessary to understand the spiritual significance of each location if the scripture is to be useful for training in righteousness.

Furthermore, every Biblical character has a spiritual meaning. It is a great mistake to think of these characters as unique, historical figures or that the events happened at unique times in history. In order to apply stories about these characters in ways that train us for righteousness, we must see ourselves in each of these characters and see them in us. Their story is our story. This is true for all characters — even those whose behaviors are considered sinful. Most people like to identify with the heroes but are too proud to identify with the villains. This attitude is also is a big mistake that will keep people stuck in Old/First Covenant religion and block spiritual growth that leads them to becoming New Covenant disciples.

Things that happened to one person, Abraham at Bethel for example, create a spiritual context for that city that aids in understanding future events for other people at the same location. If we do not know the significance of the first event we will not know the significance of future events in that location. It is beneficial, therefore, to take time to study the spiritual history of cities and to understand the symbolism of kingdoms and nations. Doing so will enrich your understanding of scripture and will contribute to your spiritual maturity.

Another example is Israel’s journey in the desert. Normally, we think of deserts as dry, barren physical landscapes, but God uses this imagery to represent spiritual dryness and lifelessness. Israel spent time in the desert wilderness under the law to represent that we also spend dry, lifeless time in religion. The Bible chronicles the travels of Israel in dry spiritual places where spiritual events occurred to symbolically represent the spiritual journey of all who are in a covenant relationship with the God of Abraham, Isaac and Jacob. It is critical, therefore, to understand what happened to Israel at each physical location along the way if we are to understand our own personal walks with God.

When we bother to notice, we see a remarkable number of scriptures that reference days, times of days (i.e. morning and evening/night) months, years and ages. These words are not incidental references for historical context. It is a great mistake to ignore the personal applications of each of these indicators of our personal spiritual movement from Old/First Covenant religion to New Covenant discipleship. We learn from them that spiritual growth is very much a process that occurs over time and not a single, unique event (e.g., baptism, prayer, anointing, etc.) as taught by religion.

STUDY TIP: See Time: Hours, Days, Weeks and Ages for more about how to interpret Biblical references to time.

Application of Biblical stories to our personal lives is complicated by the fact that they are written as unique events that occurred in particular locations at particular times. Even in the time of Jesus, events continue to be referenced to time and location. This all contributes to a tendency to interpret the stories literally and not symbolically. Nevertheless, it is good and necessary to investigate the spiritual meaning of those events and the spiritual meaning of the places they occur.

It is a Biblical principle that the meanings of places are associated with events that occur there. But, but the meanings of those events may be obscure and hard to apply to our personal lives. When they are obscure, some work, perhaps a lot of work, may be necessary to get to the spiritual intent. Faith is required to do the digging to get to that understanding.

STUDY TIP: The best way to do this work is on the internet, but it can also be done with a concordance and dictionary of Hebrew and Greek words. Strong’s Concordance is indispensable for this task. Why is that?

The only way to understand this difference is through understanding of the Old/First Covenant and New Covenant. Here are the main features of each covenant:

Old/First Covenant religion deals with written letters or codes of religious laws that can be seen and read.

The New Covenant law is all spiritual (i.e. it is not religious) because New Covenant laws are written on the hearts of New Covenant disciples.

Like nations and cities, tribes symbolically represent religious organizations and religious people. Since religious organizations are fixtures in Old/First Covenant religion, it makes perfect sense that tribes should be mentioned often in Old Testament scriptures. And, since religious organizations are anathema to the New Covenant, it makes perfect sense that tribes should be mentioned very little in New Covenant scriptures.

The primary exception to this rule of reference to tribes in the New Testament is the tribe of Judah which was Jesus’ tribe. The tribe of Judah and Jesus are important features of the New Testament because Jesus and the tribe of Juda symbolically represent all New Covenant disciples who are never associated with religion.
